The 28-year-old full-back moves to the Stade de la Beaujoire after two seasons at The Riverside Stadium, where he played 54 games and scored twice.
The former Manchester United academy product joins his twin brother, Rafael- who plays for Lyon- in Ligue 1 after 11 years in England.
Fabio, twice capped by the Brazilian national side, has also played for Queens Park Rangers on loan and enjoyed a two-year spell in South Wales for Cardiff City.
